Mission
To serve as the local entity, responsible for the strategic planning and promotion of an effective workforce development system in Chester County, that responds to the regional labor market needs.
 
Vision
To produce workers better equipped to compete in the global economy and to continue to be perceived as a destination of choice and a desirable place to invest, live work and raise a family.
 
Governance Structure
Workforce Investment Boards across the country are charged with administrating Workforce Investment Act (WIA) provisions on a local basis.   Chester County is a single county Local WIA.  The Chief Elected Officials are the Board of Chester County Commissioners, who appoint WIB members.  The Chester County Department of Community Development is the Fiscal Agent and serves as staff to the Board.  There is strong local and regional collaboration with other workforce partners and other WIBS in the region. The Chester County WIB has 33 volunteer members from the education, economic development, and organized labor fields, as well as other key players in the Chester County economy.  The Board oversees the administration of approximately $4 million in workforce development funds annually.
