(1) PennDOT’s “General Highway Map” can be used to identify road ownership. Copies can be obtained from PennDOT’s Distributions Services Unit (717) 787-6746 or the District 6 office (610) 205-6740. In Chester County there are over 3,200 miles of public roads. Approximately 1,100 miles are owned and maintained by the Pennsylvania Department of Transportation (PennDOT). The remaining roads are owned by municipalities (townships, boroughs or city). The only county roads are those within county parks. The County Planning Commission (610-344-6285) has a map which identifies road ownership.
The state road system consists of the expressways and most “major” roads. If the road has a traffic route sign such as US 30 or PA 100 it is a state road. Other state roads are identified by small white signs periodically placed along the edge of the shoulder. The signs contain four digit numbers which are part of an identification system.
