We are aware of the AOL browser’s inherent difficulty with refreshing previously visited pages. It seems to happen more with older versions of AOL (version 5.0 and below), and not so much with AOL 6.0 and above.
However, the refresh issue can indeed happen with ANY version of AOL.

Election returns are presented on line on election night. The results shown are only for Chester County. The ballots are counted on a computer that is not directly connected to this internet page. If there are any problems with this system, they are independent from the computer ballot counting system tallying the election.

Pennsylvania Law requires that registered voters who appear in person to vote for the first time in a precinct (registration date after Jan. 1, 2003), must present an approved form of Photo I.D. before being permitted to vote. Below is a list of acceptable forms of I.D. as provided for in Act 150.

New Federal and State laws provide voters with the opportunity to cast a provisional ballot under certain circumstances. County Election Officials will examine the provisional ballots within (3) days after the election to determine if the individual voting that ballot was entitled to vote at the election district in the election.
