COURTS
The Court of Common Pleas of Chester County is a general jurisdiction trial court located in West Chester, Pennsylvania. There are eleven full time judges and one senior judge. The judges hear a wide spectrum of cases, including adult and juvenile criminal prosecutions, lawsuits involving money or property, divorce, custody disputes, child support issues, adoptions, and estates. In addition to court staff and court administration, the court supervises Adult Probation, Juvenile Probation, Domestic Relations, Bail Agency, Court Reporters, and the Law Library. The Court oversees and provides administrative services to the seventeen district justice offices that comprise the District Justice system in Chester County.

Mission Statement
 
To create balanced and restorative plans for juvenile offenders that involve their families, victims, and community in order to ensure accountability, community protection, and the development of valued skills, while upholding the rights of victims.
 

Goals and Objectives
 
Goals:
  • To receive and examine complaints and charges of delinquency of youth and make investigations, reports and recommendations to the Court.
  • To provide balanced and restorative probation services to the victim, the community and the offender.
  • To provide specialized services to the youth who have been adjudicated delinquent who, without intensive supervision, would otherwise receive placement services.
  • To provide a community service program which addresses all three clients (the victim, the community and the offender) of the Juvenile Justice System while implementing the principles of youth and system accountability.
  • To provide a Victim Advocate Program to ensure victims have a voice in the juvenile justice process.
Primary objectives are:
  • To increase the response time of filing petitions and scheduling of hearings by 20%.
  • To increase the timely process of non-payment cases forwarded by the District Justices.
  • To review and update probation policies and procedures to ensure compliance with the Juvenile Court Judges’ Commission standards.
  • To improve our working relationships with the community members, agencies and social institutions.
  • To reduce the number of out of home placements by providing intensive aftercare services.
  • To reduce the number of clients that return to a placement facility within one year of departure from a placement facility.
  • To decrease the number of drug charges and re-offenses by applying for a grant to investigate the use of a Drug Court Program.
  • To increase programs for youthful offenders (ages 10 – 14).
  • To increase the number of victims participating in the juvenile justice process by continuing to contract with the Crime Victim Center of Chester County to provide victim services.
