relocation project is a unique opportunity for The County of Chester and the
community it serves. The building is a new construction project on land that
the American Legion, a non profit organization, owns and maintains. </p>

<p class=3DMsoNormal style=3D'margin-top:0in;margin-right:9.0pt;margin-bott=
om:0in;
margin-left:.25in;margin-bottom:.0001pt'>This process started a little over
five years ago, trying to locate a suitable facility that could meet the
growing demand, rising security concerns, based on actual events and
occurrences within County District Courts, and the fact that the facility
occupied by the County as a District Court has reached a point where it jus=
t no
longer a healthy, functional building, to mention a few reasons. </p>

<p class=3DMsoNormal style=3D'margin-top:0in;margin-right:9.0pt;margin-bott=
om:0in;
margin-left:.25in;margin-bottom:.0001pt'>With that said, I will highlight s=
ome
of the features that make this a unique construction project.</p>

<p class=3DMsoNormal><o:p>&nbsp;</o:p></p>

<ul style=3D'margin-top:0in' type=3Ddisc>
 <li class=3DMsoNormal style=3D'mso-list:l1 level1 lfo2;tab-stops:list .5in=
'>Site
     work ground/soil disturbance was minimized to less than 5,000 sq. ft. =
due
     to innovative site planning &amp; design.</li>
 <li class=3DMsoNormal style=3D'mso-list:l1 level1 lfo2;tab-stops:list .5in=
'>Grass
     pavers (<a href=3D"http://www.paversearch.com/grass-pavers-introductio=
n.htm">Web
     Page</a>) were installed in lieu of typical impervious pavement to mak=
e up
     for the parking spaces taken for the construction of the new building.=

     excess site work materials were removed from the site for sorting,
     recycling and re-use where feasible.</li>
 <li class=3DMsoNormal style=3D'mso-list:l1 level1 lfo2;tab-stops:list .5in=
'>Concrete
     foundation, footer and slab use eco-friendly binders and compounds, the
     materials come from local natural resources.</li>
 <li class=3DMsoNormal style=3D'mso-list:l1 level1 lfo2;tab-stops:list .5in=
'>The
     building design was optimized to correspond to standard lumber dimensi=
ons
     to aide in construction waste minimization.</li>
 <li class=3DMsoNormal style=3D'mso-list:l1 level1 lfo2;tab-stops:list .5in=
'>Weyerhaeuser
     brand (<a href=3D"http://www.weyerhaeuser.com/Sustainability">Weyerhae=
user</a>)
     regionally harvested lumber from a rapid re-growth pine forest makes up
     the exterior framework, roof rafters and interior stud walls. Weyerhae=
user
     achieved a 10% green house gas emissions reduction between 2000 and 20=
06,
     making the supplier selection easier.</li>
 <li class=3DMsoNormal style=3D'mso-list:l1 level1 lfo2;tab-stops:list .5in=
'>All
     wall framing was performed off-site in a controlled environment buildi=
ng
     reducing on-site framing construction waste to near zero lumber waste.=
 The
     exterior walls were then finished with OSB (<a
     href=3D"http://www.toolbase.org/Building-Systems/Floors/new-generation=
-osb">Web
     Site</a>) board with no voc adhesives or formaldehyde free resins and =
then
     delivered to the site for assembly.</li>
