Departmental Overview
The Finance Department's primary responsibility is preparing the annual budget and updating the five-year Capital Investment Program.
The department is organized such that each financial analyst serves as liaison to a related group of departments, assisting with budget preparation and implementation. Analysts may also be responsible for implementing one or more function such as debt service administration, the investment program, or cost allocations to state and federal grants.
Using a team approach, special studies are prepared for management's use in identifying optional approaches to financing projects or programs and assessing the operating impact of new capital and grant programs.

Mission Statement
To provide effective and timely financial analysis and reporting and to promote best practices in Finance and budgeting for our customers. In addition to coordinating the budget, the department is responsible for cash management, grants management, cost recovery and debt administration.

Goals:

To coordinate the annual and five-year capital improvement budgets in order to efficiently allocate scarce resources on behalf of our customers.
