DCD allocates Federal, State, and County funds to provide a variety of services to low-income individuals and families in Chester County, including but not limited to, case management, employment skills and job readiness, self-sufficiency, financial management, supported housing, and legal assistance.

United Way Financial Stability Partnership of Chester County
The Financial Stability Partnership is a collaborative effort between county, state, nonprofits, businesses, financial institutions, and private organizations sponsored by the United Way of Chester County and managed by Community Impact Legal Services to provide cohesion and coordination of the financial stability network.

DCD serves as the Community Action Agency of Chester County, and is a member of the Community Action Association of Pennsylvania (CAAP). The mission of CAAP agencies is to move people from poverty to self-sufficiency through local Community Action programs.
The primary source of funding for Community Action activities in Pennsylvania is the Community Services Block Grant (CSBG) awarded through the PA Department of Community and Economic Development. For information about community services funded by DCD, contact Dolores Colligan at 610-344-6900 or
