{DCD} Community Services
DCD allocates Federal, State, and County funds to provide a variety of services to low-income individuals and families in Chester County, including but not limited to, case management, employment skills and job readiness, self-sufficiency, financial management, supported housing, and legal assistance.
DCD serves as the Community Action Agency of Chester County, and is a member of the Community Action Association of Pennsylvania (CAAP). The mission of CAAP agencies is to move people from poverty to self-sufficiency through local Community Action programs. The primary source of funding for Community Action activities in Pennsylvania is the Community Services Block Grant (CSBG) awarded through the PA Department of Community and Economic Development. United Way Financial Stability Partnership of Chester County
The Financial Stability Partnership focuses on connecting individuals and families with tools and strategies they can use to increase their income, build savings, and gain and sustain assets. In this way, they can meet their basic needs such as food, shelter, transportation and utilities, while gaining stability that will allow them to plan for and accomplish their long-term financial needs and goals.
